ENIDH PARTICIPATES IN "IMO SUBCOMMITTEE ON HUMAN ELEMENT, TRAINING AND MONITORING"

The Infante D. Henrique Nautical College (ENIDH) was part of the Portuguese delegation from the Directorate-General for Natural Resources, Safety and Maritime Services (DGRM) at the IMO subcommittee "Human Element, Training and Watchkeeping - (HTW 10)", which took place from 4 to 9 February 2024.


The Portuguese delegation included Dr Fátima Torres and Cte José Almeida from DGRM, Dr Carlos Sequeira from the UK Embassy and Professors João Frade and Emídio Torrão from ENIDH.

We share some of the themes and work carried out at HTW 10 that will have some impact on current requirements:
  • Drawing up a list of areas to be considered in the context of the global review of the STCW Convention and Code and a roadmap for their review;
  • It was agreed to include on the HTW 11 agenda an item on the development of training provisions for seafarers on ships using alternative fuels;
  • A new module in the "Global Integrated Shipping Information System - (GISIS)" on the STCW Convention will be tested.


Global review of the 1978 STCW Convention and Code

List of specific areas identified for the global review of the STCW Convention and Code:

1) Emerging technologies on ships and in ship operations.
2) Digitisation of documentation, including certificates issued under the STCW.
3) Emerging technologies in education and training.
4) Facilitation, flexibility and quality of skills training on board, ashore and in workshops, including the use of simulators.
5) Flexibility and efficiency in applying the new training requirements and reducing administrative burdens.
6) Requirements for sea time or practical experience in relation to new and emerging technologies, including the use of simulation.
7) Psychological safety, bullying and harassment, including Sexual Assault and Sexual Harassment (SASH), gender diversity and gender sensitisation.
8) Mental health.
9) Interpersonal and 21st century skills.
10) Resolving inconsistencies.
11) Addressing different interpretations.
12) Addressing taxonomy and terminology.
13) Flexibility in the revalidation of certificates and authentications.
14) Overview of the application of the Convention, in particular the need to update the STCW "white list".
15) Lessons learnt.
16) Flexibility.
17) Alternative certification under Chapter VII.
18) Room service provisions and principles to be observed (Chapter VIII).
19) Alignment of STCW with requirements imposed on ships, seafarers and shipowners by other IMO instruments and relevant international instruments.
20) Cybersecurity.
21) Implementation and transitional provisions.
22) Resolving the problem of outdated training requirements.
