IMO HUMAN ELEMENT, TRAINING AND WATCHKEEPING (HTW 11)

The Escola Superior Náutica Infante D. Náutica joined the Portuguese Maritime Administration (DGRM) delegation at the IMO subcommittee "The Human Element, Training and Watchkeeping - 11th session (HTW 11)" which took place from February 10 to 14.

The following topics were discussed within the working groups established:

  • The HTW continued its work on the global review of the STCW Convention, 1978. The global review is being carried out in two phases—Phase 1 is a review phase that requires an analysis of the gaps to identify the work that needs to be done; Phase 2 is a review phase that proposes and agrees on amendments to address the identified gaps.
  • The HTW began drafting provisional guidelines for the training of seafarers on ships using alternative fuels and new technologies. It was agreed that the guidelines would be developed in a hybrid format, providing generic requirements for all types of fuel/energy and new technologies, as well as specific requirements for each fuel/technology, considering the particular characteristics of the fuel or technology.
