Proclamation
Under the terms and conditions of the Career Statutes for Teaching Staff in Higher Polytechnic Education (Estatuto da Carreira do Pessoal Docente do Ensino Superior Politécnico), hereinafter referred to as ECPDESP, approved by Decree-Law No. 207/2009 of 31st August, and Law no. 7/2010 of 13th May, and all other applicable laws and regulations, including Regulation no. 509/2010, the Regulation of Tender for the Recruitment of Teaching Staff of ENIDH, published in the Official Journal of the Republic, 2nd series, No. 109, of 7th of June 2010, it is hereby made public by Order of Professor Luís Filipe Baptista, President of Maritime College Infante D. Henrique (Escola Superior Nautica Infante D. Henrique) herein referred to as ENIDH, as in the notice published Diário da República, 2nd series, of 3th of July 2020, that for a period of thirty (30) working days from the publication of the present proclamation, a public tender procedure is open for the recruitment of one (1) Assistant Professor with tenure for the scientific area of Marine Electrotechnical Engineering, profiles Electrotechnical and Electrical Machines at ENIDH.
1 - Type of Tender - Documentary.
2 - Category – Assistant Professor.
3 - Disciplinary Area – Marine Electrotechnical Engineering, profiles Electrotechnical and Electrical Machines.
4 - Validity of notice - Applications will be considered only for the job vacancy as stated, terminating when the vacancy is filled.
5 - Functional Content - As described in paragraph 4 of Article 3 of the ECDESP.
6 - Modality applicable legal relationship - Contract of employment in public functions indefinitely with a trial period of five years pursuant to Article 10-B of the ECDESP.
7 - Admission Requirements – There may be opposing candidates for this tender who meet the conditions of Article 17 of ECDESP, and hold a PhD degree or Specialist in the relevant subject areas.
8 - Form for submission of applications - Applications must be formalized through an application addressed to the President of ENIDH, hand delivered or sent by registered mail with acknowledgement of receipt, to the following address ENIDH, Avenida Eng. Bonneville Franco, 2770-058 Paço de Arcos, Portugal.
9 - Elements to be included in the application - Submission of the following information is mandatory: full name; affiliation; date and place of birth; number and date of identification document and issuing authority; home address and telephone number; marital status; academic qualifications and final grade; professional category and position currently held; identification of the position the candidate is applying for and of the Diário da República in which the present proclamation was published; as well as any other information deemed relevant in order to assess the suitability of the interested parties.
10 - Application Instructions - Candidates must instruct their requirements with the following documents:
a) Copy of identification document, citizen's card or passport;
b) Copy of Tax ID number;
c) Six copies of the detailed Curriculum Vitae, dated and countersigned by the applicant, which may be a paper copy, and the other in digital form on a CD with PDF format;
d) Six copies of all documentation referred to in the Curriculum Vitae in digital form in PDF format;
e) A sworn affidavit which ensures that the applicant is not prohibited from the exercise of public functions nor forbidden to exercise the functions that he proposes to perform;
f) Complete list of all submitted documentation.
11 - Where deemed necessary, the jury may require applicants to supply additional documentation related to the curriculum vitae presented.
12 - Elements of the Curriculum Vitae - The Curriculum Vitae should include:
a) Full name;
b) Your contact details, address, phone number and electronic message details;
c) Academic qualifications (degrees, grades, dates and institutions where they were obtained) including copies of transcripts, or other legally recognized documents to that effect.
d) Documents proving all the elements presented in the curriculum vitae.
e) Training and professional experience. It is considered a preferred factor if a candidate has proven experience in teaching marine engineering;
f) Participation in innovation projects, conferences, seminars, and other events of a similar nature (the information provided will allow the degree of intervention and responsibility of the applicant);
g) Research, technical and didactic tasks performed (the information provided will be used for skills assessment);
h) Published works – the candidate should select and send the 5 most representative works;
i) Any other experience considered relevant to the tender, namely for the teaching of Marine Electrotechnical Engineering, profiles Electrotechnical and Electrical Machines.
j) Internationally recognized certification of English language skills to a level that allows teaching in English, if the applicant is not a Portuguese national, or is from a country whose official language is not Portuguese or English.

14 - The Jury deliberations are taken by nominal voting, by an absolute majority vote of the members present at the meeting, with no abstentions.
15 - Admission and exclusion of applications - The admission and exclusion of applications and notification of unsuccessful candidates under and for the purposes specified in Article 100 of the Code of Administrative Procedure, process in accordance with the provisions of Regulation 509/2010.
16 - Selection criteria and Classification of Candidates – selection criteria and classification of candidates are based on an evaluation of the curriculum vitae. During this evaluation the candidate's pedagogical skills in the relevant area to the previously mentioned position, the technical and scientific performance of the candidate in the same area, and also the performance of other activities relevant to the mission of ENIDH, as defined in Article 25 of Regulation No 509/2010 are necessarily considered and weighed. The evaluation criteria and their weighting factors are defined in Tables I, II and III, which are annexed to this notice, and form an integral part of the evaluation process. Each endpoint is assigned a rating, on a scale from 0 to 100 points, with the final rankings calculated by a formula.
17 - Consideration of Applications - In accordance with the legislation and regulatory rules, namely Regulation No 509/2010, the jury will determine its ranking of the candidates, according to their final ranking, which is the weighted average of the quantitative ratings obtained in each of the evaluation criteria as defined in the previous section, where:
a) The teaching ability has a relative weight of 40% (weighting factor).
b) The performance scientific-technical and / or professional duties has a relative weight of 40% (weighting factor).
c) Other activities relevant to the mission of ENIDH have a relative weight of 20% (weighting factor).
d) The final classification of each candidate will be calculated through the arithmetic average of the ratings given by each jury member and expressed in the scale of 0 to 100 points.
e) Candidates who obtain a final grade of less than 60 points will be considered not approved;
18 - Replacement of the President – In case of the absence of The President of the Jury, he will be replaced by the 1st member of the jury.
19 - Prior hearing - In the event of a candidate being excluded for non-compliance with the legal requirements, and at the end of the assessment, a prior hearing will be given under the terms of article no. 100 et seq. of the Code of Administrative Procedure (CPA).
20 - Public hearings - Pursuant to paragraph b) in paragraph 4 of Article 23 of the Jury, ECDESP may hold public hearings on equal terms for all candidates.
21 - Final standings of the candidates – Once the assessment of the candidates has been completed, including public hearings, the jury will deliberate, in reasoned manner, according to the selection criteria and ranking fixed in the notice, and proceed to draw up a list of the unsuccessful candidates and an ordered list of the candidates who have been approved on absolute merit, as defined in Article 28 of Regulation No 509/2010.
22 - Publication of the announcement - In addition to publication in the Diário da República, the announcement is also published:
a) In the public employment;
b) On the website of the Foundation for Science and Technology (Fundação para a Ciência e Tecnologia, IP);
c) On the internet site of ENIDH;
